Foreign Service Veteran Cresencio Arcos Named Advisor to IPSA International Former U.S. Ambassador To Honduras To Help Guide Business Development

Los Angeles, Calif. July 24, 2002 - IPSA International, Inc., a full-service business risk consulting, investigative and protective services company, announced today that Cresencio S. Arcos, Jr. will serve as a senior advisor to the firm. Mr. Arcos, a former U.S. Ambassador to Honduras, who currently serves as a member of the President's Foreign Intelligence Advisory Board, will help guide IPSA's business development effort throughout the United States, Mexico and Latin America.

His understanding of Latin American business, culture, and government will be invaluable to IPSA and its clients as we build our presence there."

After a 25-year career in the United States Foreign Service, Mr. Arcos joined the AT&T Corporation in 1995. At AT&T he served as Vice President and Managing Director of Public Affairs for Latin America and Canada, until his retirement this year.

During his career in the U.S. Foreign Service he held a number of high level posts including Senior Deputy Assistant Secretary of State for International Narcotics Crime and Deputy Assistant Secretary of State for Inter-American Affairs. He also served on the Department of State's North American Free Trade Agreement (NAFTA) Task Force. Mr. Arcos served abroad in Brazil, Belgium, Portugal, and the then Soviet Union in addition to Honduras.

Mr. Arcos, 58, holds memberships in a number of organizations, including the Council on Foreign Relations; the Board of the Hispanic Council on International Relations in Washington; the Advisory Commission of Florida International University's Latin America-Caribbean Center; the Diplomatic and Retired Consular Officers Association (DACOR); the American Foreign Service Association; and the Board of the United Negro College Fund's Institute of International Public Policy.

"Companies doing business in Latin America today face many challenges related to economic and political stability in the region. There are ongoing issues involving risk mitigation and business practices that relate to services such as security consulting and high-end investigations," said Mr. Arcos. "IPSA is well positioned to meet those challenges and that is why I am excited about this opportunity to play a role in the firm's long-term growth strategy."

Articles by Mr. Arcos have appeared in many publications including Foreign Service Journal; Journal of International Law and Practice; and Journal of Small Wars & Insurgencies and Hemisphere Magazine, among others.

Mr. Arcos is a graduate of the University of Texas, where he earned a Bachelor of Arts in Political Science. He received a Master of Arts from Johns Hopkins University School of Advanced International Studies. He also attended George Washington University and the United States Foreign Service Institute.

During his tenure in the Foreign Service, Mr. Arcos received a number of honors and awards including: State Department Superior Honor Award, 1990;

Superior Honor Award, 1981; and Meritorious Honor Award, U.S. Information Agency, 1977. He has also received the Honduran government's highest award, the Order of Morazan.

Mr. Arcos is listed in Who's Who in the World, America, the South, the Southwest and Among Hispanics.
