David H. Douglas
Senior Consultant

David H. Douglas is a Senior Consultant for IPSA’s Vancouver office. Prior to joining IPSA, David was the Chief Officer of the Organized Crime Agency of British Columbia (OCABC). David also spent 32 years in the RCMP where he retired as the National Organized Crime Officer for the Pacific Region with the rank of Chief Superintendent.

Experience and Expertise

• As the Chief Officer of OCABC, directed major enforcement initiatives designed to disrupt and suppress transnational organized crime groups here in British Columbia and beyond.
• As the RCMP National Organized Crime Officer, was responsible for the strategic direction of the RCMP National Organized Crime strategy in the Pacific Region.
• Extensive experience in project management on a national and international level.
• Developed training programs on investigative techniques, project management and risk assessment to law enforcement agencies in Canada, United States, South Africa, Barbados, United Arab Emirates and Saudi Arabia.
• Conducted internal investigations into a wide range of statutory offences and workplace conduct.

Education

• University of Winnipeg, Bachelor of Arts Degree Program with a major in Political Science.
• Training from the Canadian Police College in criminal investigation, hostage negotiation, critical incident management, major case management, covert operations and interviewing and interrogation.
• Private sector training in behavioral event interviewing, interrogation, statement analysis, geographic profiling, alternate dispute resolution and interest based negotiation.
